Program Manager Engineer - 

Under administrative direction, assumes responsibility for managing transportation projects involving all modes transportation systems (i.e. road, transit, bicycle and pedestrian) for the Napa County Transportation and Planning Agency (NCTPA) the Napa Valley Transportation Authority (NVTA).

 
 
Under administrative direction, assumes responsibility for the day-to-day development and implementation of the human resource and payroll activities of the Napa County Transportation and Planning Agency (NCTPA) Board of Directors and the Napa Valley Transportation Authority (NVTA); serves as the Agency’s Civil Rights Compliance Officer; serves as the Board Secretary to both NCTPA and NVTA; assists with technical accounting work; and performs other related duties.
 
 
Under administrative direction, assumes responsibility for the day-to-day development and implementation of the fiscal activities involving budget, accounting, finance, programming and grant activities , administration and management of the Napa County Transportation and Planning Agency (NCTPA) and the Napa Valley Transportation Authority (NVTA), including accounts payable, accounts receivable, cash management, payroll, and budget administration; prepares financial statements and reports; prepares revenue projections and cost estimates; prepares fiscal cost/benefit analyses; overall responsibility of programming of federal, state and regional transportation funds and securing funds for NCTPA capital projects and operation functions; conducts complex analyses; prepares the Short Range Transit Plan (SRTP) and the Overall Work Plan (OWP) for the agency; and performs other related duties.
 
 
Under administrative direction, assumes responsibility for the day-to-day development and implementation of planning and program management work for the Napa County Transportation and Planning Agency (NCTPA) and the Napa Valley Transportation Authority (NVTA); including those involving land use, environmental impact, street, road and highway issues; coordinates with federal, state, regional and local agencies to identify and capture project opportunities and facilitate implementation; provides advanced staff support to various NCTPA, regional and/or local boards, councils, commissions and committees; and performs related duties.
 
 
Under administrative direction, responsibility for the day-to-day development and implementation of the transit-related activities for the Napa County Transportation Planning Agency (NCTPA) and the Napa Valley Transportation Authority (NVTA); overall responsibility of monitoring transit service provider; regulatory compliance; respond to transit complaints and resolve problems; coordinates the implementation of transit plans, analyses, and studies; and performs other related duties.
 
 
Under general direction, performs a full range of complex fiscal activities involving budget, accounting, finance, programming and grant activities for the Napa County Transportation and Planning Agency (NCTPA) and the Napa Valley Transportation Authority (NVTA), including, cash management, payroll, and budget administration; prepares financial statements and reports; prepares revenue projections and cost estimates; prepares fiscal cost/benefit analyses; responsible for programming of federal, state and regional transportation funds and securing funds for NCTPA capital projects and operation functions; conducts complex analyses; and performs other related duties.
 
 
Under general supervision, performs a wide variety of technical and clerical financial duties, for the Napa County Transportation and Planning Agency (NCTPA) and the Napa Valley Transportation Authority (NVTA). Records, reviews and reports on financial transactions; processes accounts payable and accounts receivable; reviews and coordinates all agency procurements based on policy; serves as Contracts Administrator on all agency contracts to ensure compliance; and performs other related duties as assigned.
 
 
 
Under general supervision, performs technical and clerical administrative duties for the Napa County Transportation and Planning Agency (NCTPA) and the Napa Valley Transportation Authority (NVTA); prepares and distributes committee agenda packets, public information materials; tracks and maintains data and information in manual and automated systems, and prepares status reports; coordinates administrative programs and projects as assigned; and performs other related duties.
 
 
 
Under administrative direction, assumes responsibility for the day-to-day development and implementation of planning and program management, projects and studies, and transportation analyses for the Napa County Transportation Planning Agency (NCTPA) and the Napa Valley Transportation Authority (NVTA); including those involving land use, environmental impact, street, road and highway issues; coordinates with federal, state, regional and local agencies to identify and capture project opportunities and facilitate implementation; provides advanced staff support to various NCTPA, regional and/or local boards, councils, commissions and committees; and performs related duties.
 
 
 
Under general direction, performs professional planning and program work for the Napa County Transportation Planning Agency (NCTPA) and the Napa Valley Transportation Authority (NVTA); administers the development and implementation of transportation analyses, projects, and studies and serves as a project manager on individual NCTPA projects; establishes and/or administers agreements, contracts, plans and projects that have a moderate amount of strategic impact on countywide transportation planning efforts; coordinates with federal, state, regional and local agencies to identify project opportunities and facilitate implementation; provides staff support to various NCTPA, regional and/or local boards, councils, commissions and committees; and performs related duties. 
 
 
Under general supervision, performs routine professional planning and program work for the Napa County Transportation Planning Agency (NCTPA) and the Napa Valley Transportation Authority (NVTA); administers the development and implementation of routine transportation analyses, projects, and studies and serves as a an assistant on individual NCTPA projects; may establish and/or administer agreements, contracts, plans and projects that have a narrow strategic impact on countywide transportation planning efforts; coordinates with federal, state, regional and local agencies to identify project opportunities and facilitate implementation; provides routine staff support to various NCTPA, regional and/or local boards, councils, commissions and committees; and performs related duties
 
 
 
Under general supervision, the Assistant or Associate Program Planner/Administrator-Public Transit is responsible for performing routine professional transportation planning and administration duties pertaining to various programs and projects, with a specific emphasis on public transit for the Napa County Transportation Planning Agency (NCTPA); may establish and/or administer agreements, contracts, plans and projects that have a strategic impact on transit operations and countywide transportation planning efforts; coordinates with federal, state, regional and local agencies to identify project and/or funding opportunities and facilitate implementation; provides routine staff support to various NCTPA, regional and/or local boards, councils, commissions and committees; provides a supporting role in developing and refining transit routes and schedules; and performs related duties.
 
 
 
Under general supervision, performs routine professional planning and program work for the Napa County Transportation Planning Agency (NCTPA); serves as the agency’s mobility management coordinator; manages the outreach, referral, and enrollment processing and all reporting duties for the mileage reimbursement program, taxi scrip program, transit ambassador program, shared vehicle program, and ADA enrollments. May also manage NCTPA projects; and provide routine staff support to various NCTPA, regional and/or local boards, councils, commissions and committees; and perform related duties. The incumbent will also be responsible for maintaining and development content for website and social media sites. Incumbent is this position must be a highly motivated, self-starter individual who is detailed oriented.
