THE POSITION

Please note that listed salary will be effective in January 2007, pending BOS approval

This position works in the Napa County Transportation Planning Agency performing administrative, operational, and fiscal functions within the agency and is responsible for establishing, interpreting, and carrying out overall departmental/agency policies. The Napa County Transportation Planning Agency (NCTPA) is a joint powers agency consisting of cities of Calistoga ,St. Helena, Napa, and American Canyon, the Town of Yountville and the County of Napa jointly engaged in the coordination of transportation planning, programs and systems.


DEFINITION

To assist the Transportation Agency Director and Deputy Transporation Agency Director in planning, administering, organizing and coordinating the activities in the Napa County Transportation Planning Agency; to perform complex transit operation analyses and studies; to make recommendations on organizational, financial, and procedural issues; and to represent the NCTPA member agencies on transportation matters to the public, other governmental agencies, community groups and transportation organizations on program issues.


DISTINGUISHING CHARACTERISTICS

The Transportation Program Manager – Transit acts as the chief administrator of the countywide fixed route, paratransit, and local shuttle transit systems within the Napa Valley. An incumbent in this position will work in collaboration with the Transportation Agency Director in the execution of all of the agency's administrative and operational responsibilities and will assist in the formulation, review, and implementation of program policies and procedures. This position will require a high level of knowledge, skill, and expertise in transit principals, research planning and administration.


SUPERVISION RECEIVED AND EXERCISED

General direction is provided by the Deputy Transportation Agency Director.

Responsibilities may include direct and indirect supervision over assigned staff.

EXPERIENCE AND EDUCATION,

To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:

Experience:

Four years of increasingly responsible professional experience in transit/transportation planning, or related transportation work, including experience at the local or regional level. Some general administrative or supervisory experience is desired. (A Masters degree in transportation planning/engineering or related field may be substituted for two years of the required experience).

Education:
Graduation from a four year college or university with major course work in transportation or urban planning, transportation engineering, urban geography, environmental studies or a closely related field.

License or Certificate:
Possession of a valid California Driver's License.

EXAMPLE OF DUTIES

Duties may include, but are not limited to, the following:

Develop, negotiate, and administer contract operations for fixed route, paratransit, and local shuttle services.

Respond to the day-to-day operational issues that arise among transit users, NCTPA member agencies, and contract operators.

Monitor transit contract compliance.

Prepare annual budgets for fixed route, paratransit, and local shuttle transit services for NCTPA Board approval.

Update the Short-Range Transit Plan (SRTP) on a biannual basis in coordination with the regional transportation planning agency,NCTPA technical committees and planning staff.

Keep the NCTPA Board and related technical committees updated and apprised of transit issues and opportunities.

Prepare requests for proposals (RFP) and contracts for consultant services as needed.

Develop and administer a comprehensive marketing and public information program integrating fixed route, paratransit, and local shuttle services.

Identify and develop capital and operating grant funding opportunities at the local, State, and Federal levels for transit.

Assist the Transportation Agency Director and Deputy Transportation Agency Director in the planning, administering, organizing and coordinating of the activities in the Napa County Transportation Planning Agency.

Perform complex transportation planning analyses and studies.

Make recommendations on organizational, financial, and procedural issues

Represent the NCTPA member agencies on transportation matters to the public, other governmental agencies, community groups and transportation organizations on program issues.

Serve as liaison with other County and City staff, other departments, and other state and federal agencies.

Work with other government agencies to insure that transportation plans are integrated with planning for the overall development of an area.

May supervise assigned staff as necessary; may assume responsibility for a variety of personnel actions including assisting with selections and promotions; conducting performance evaluations; and recommending disciplinary actions and dismissals.

Assist in monitoring and evaluating effectiveness of transportation programs and as necessary, make recommendations and modifications to achieve desired outcomes.

Develop and implement agency policies, protocols and procedures for effective operation; monitor compliance and initiate corrective action as needed.

Assure compliance with local, State, and Federal transportation program regulatory requirements including, but not limited to, monitoring reports, performance audits, and related record keeping.

Interpret and explain the objectives, policies and procedures of the transportation program to community organizations, governmental agencies and staff.

Review and analyze proposed legislation and advise on potential impact.

Prepare reports, correspondence and written recommendations concerning transportation related planning projects, proposed legislation and related materials.

Manage federally funded bus and transit realted procurements.

Ensure rolling stock meet federal, state, local and air quality requirement.

Conduct and participate in staff meetings.

Perform related duties as assigned.

TYPICAL QUALIFICATIONS

KNOWLEDGE OF:
Principles and practices of transit/transportation planning, analysis, and traffic modeling theory.

Federal, state, and local regulations pertaining to transit/transportation issues and programs.

Legislative developments affecting transit/transportation programs and funding sources at the federal, state, regional, and local levels.

Current trends and methods in transit/transportation planning including forecasting, data collection and analysis.

Principles and practices of public administration with an emphasis on organization and financial and budgetary analysis, preparation and control.

Principles and methods of program and contract administration, monitoring and evaluation.

Research, analytical and statistical methods applicable to transit/transportation planning.

Principles and practices of effective supervision and basic personnel management.

ABILITY TO:
Plan, organize and manage a comprehensive transit/transportation program and other transportation planning projects.

Perform an extensive range of complex duties in transit/transportation planning and analysis.

Administer and negotiate contracts; evaluate effectiveness of contract services provided.

Effectively manage the day-to-day operations of an assigned unit.

Organize and prioritize work assignments.

Prepare budgets and funding proposals.

Develop, implement and revise administrative services, policies and procedures.

Make presentations before commissions, City Councils, Board of Supervisors, and other public and private groups as needed.

Analyze situations accurately and take effective action.

Prepare clear and concise correspondence and technical reports; collect, organize and maintain records.

Communicate effectively both verbally and in writing.

Understand and follow oral and written instructions.

Read, interpret and apply complex technical material.

Establish and maintain cooperative working relationships with staff, other departments and agencies, the private sector, and the public.
