RFP for Procurement Services

The Napa County Transportation and Planning Agency (NCTPA) is requesting proposals for procurement services.
The requirements for submitting a proposal can be found on the NCTPA web site under the 'Job/Contracting Opportunities' link under "About NCTPA" on our web page which is www.nctpa.net. The request for proposal will be posted on Friday, August 1, 2008.
Proposals are due by Noon PST on Friday, September 5, 2008 to NCTPA, 707 Randolph Street, Suite 100, Napa, CA. 94559. There is a pre-proposal conference scheduled for 10:00 AM PST, Friday, August 8, 2008 in the NCTPA Conference Room located at 707 Randolph Street, Napa, California. Napa County Growth Summit

The NCTPA will host the first ever Napa Communities Growth Summit on Friday, June 13th at Napa High School’s Cafeteria at 2475 Jefferson Street in Napa from 8:30 am to 3:45 pm. City, Town and County officials will convene to discuss long term issues regarding government imposed state housing, economic growth and population growth over the next 30 years.
“This is an opportunity for the public to learn about future growth in each of the communities and an opportunity for greater collaboration”, said NCTPA Chair Mayor Leon Garcia. “Those attending the Growth Summit will hear from policy makers about challenges facing each community and the prospect of greater collaboration as we move ahead.

Paratransit Coordinating Council Vacancy

Napa County Transportation and Planning Agency is accepting applications to fill a vacancy on the Paratransit Coordinating Council (PCC). The PCC is comprised of eleven volunteer members, who serve in an advisory capacity to the NCTPA Board of Directors. The PCC provides input and recommendation to the Board on matters that improve the availability of transportation services for persons with special needs and seniors, while meeting the needs of the general public. Trolley: 1st Street Bridge Closure

VINE Updates Routes 4, 6 and 10 Schedules

Effective Monday, September 10th, VINE Routes 4, 6 and 10 will have new, updated schedules. The updated schedules will be available on Friday, September 7th at the VINE Transit Center or at www.NapaValleyVINE.net.

VINE Service Revamped for Efficiency

On Monday, August 6, 2007 the VINE Transit system will implement new Napa City and Regional Route 10 maps and schedules brochures. The Napa City brochure has combined VINE Route 1 through 6 maps and schedules into one convenient piece. The Regional Route 10 map and schedule includes maps and timetables for Route 11 and Community Shuttles as well.

Notification of VINE and VINE Go Fare Increases

New VINE and VINE Go one-way cash fares and VINE 20-Ride Punch Pass price to increase effective Monday, March 5, 2007.
After a five month process that included outreach, public hearings and meetings, the VINE and VINE Go fares will be increased. Over the past ten years the operating cost have increased significantly, but NCTPA was able to hold-off fare increases. However, after steadily rising fuel and vehicle insurance costs, and the necessity to increase drivers' wages, we are now required to increased passenger fares to be able to continue to provide these important and vital transportation services.
To save some money, before March 5th, the public is encouraged to purchase the VINE 20-Ride Punch Pass and VINE Monthly Pass at the current rate, and use them after March 5th. That's right, buy now and use them later.

NCTPA Appoints New Chair and Vice Chair
At the November 2006 NCTPA Board meeting, the Board unanimously appointed American Canyon Mayor Leon Garcia as the new NCTPA Chair. Jim Krider, councilmember with the City of Napa, was appointed NCTPA Vice Chair.

Call for Lifeline Transportation Projects
The Napa County Transportation Planning Agency (NCTPA) announces a call for projects to be funded through the Metropolitan Transportation Commission. The purpose of the Metropolitan Transportation Commission Lifeline Transportation Program is to fund projects that result in improved mobility for low-income residents. Local Review of Proposed Transportation Sales Tax
A series of meetings are scheduled with each Napa Valley Transportation Authority (NVTA) member agency, including a public workshop in American Canyon, to review the final transportation sales tax expenditure plan proposed for the June 2006 Napa County ballot.

New VINE and VINE Go Fares
New VINE and VINE Go fares became effective March 5, 2007. The price of the VINE 20-Ride Punch Pass was increased: $23 for Adults, $18 for Youth and $11 for Seniors, disabled individuals and Medicare Card holders. The price of the VINE Monthly Pass has not changed: $40 Adults, $30 Youth and $20 for Seniors, disabled individuals and Medicare Card holders. The re-introduced VINE Day Pass is now offered at new lower prices and is good for unlimited trips on any VINE route: $4 for Adults, $3 for Youth and $2 for Seniors, disabled individuals and Medicare Card holders.
VINE Go fares are based on distance traveled and fares have increased for local and regional trips. VINE Go is now introducing a 'Same City' fare of $2 for trips that begin and end in the same city.
To assist passengers transition to the new VINE and VINE Go fares, the services will be fare lenient for 2 weeks.
