

What is the
Napa Valley Transportation Authority?
The NVTA is the agency that oversees the Transportation Sales Tax Expenditure Plan, if approved by the voters in June 2006. The NVTA may enter into contract, enact ordinances, issue bonds and may impose retail transactions and use tax ordinances to accomplish its goals as the “Local Transportation Authority and Improvement Act” agency.
The Napa Valley Transportation Authority (NVTA) is comprised of twelve members, two from each member jurisdiction, with each member having one vote (cities of American Canyon, Calistoga, Napa and St. Helena, the Town of Yountville and the County of Napa). NVTA duties will include three levels of responsibility: (1) day to day operational decisions, (2) amending the Transportation Sales Tax and (3) to add/change projects to the Transportation Sales Tax Expenditure Plan.
Level 1
Day to Day Operational Decisions
Examples:
- Approval of the annual administrative budget for NVTA, or
- Approval of annual allocation of TDM funding to programs, or
- Approval of bonding, or
- Selecting an Independent Taxpayer Oversight Committee, or
- Review of member agencies biennial submittal of safe street and roads projects
Voting:
- Requires a majority vote, or 7 of 12 votes approving
Level 2
Amendments to the Transportation Sales Tax Expenditure Plan
Examples:
- Shifting excess or unused funds from one program category to another (e.g. Jamieson funding moved to Streets and Roads or TDM), or
- Shifting funds within a program (e.g. moving TDM or Streets and Roads program funds from one category/jurisdiction to another)
Voting:
- Requires 7 of 12 votes, and 5 of 6 member agencies and requires that the City and County of Napa are among the 5 of 6 members
Level 3
Adding new Projects or Programs to the Transportation Sales Tax Expenditure Plan
Example:
- If circumstances change dramatically (e.g. new technology or gas prices escalate) or a “new” program is recommended that is not included in the expenditure plan.
Voting:
- Requires 7 of 12 votes, 5 of 6 member agencies, requires that the City and County of Napa are among the 5 of 6 members, and a majority approval vote of the public
