Subregion's Regional Housing Need Allocation (RHNA)

The planning process for the fifth round of Regional Housing Needs Allocations (RHNA) started in January of 2011.  As in the last cycle, local governments have the opportunity to form “subregions”.  The County of Napa and all of the cities and town within the County have adopted resolutions to participate as a “Subregion” in the RHNA Process and are herein members of the Napa Subregion.  The Napa County Transportation and Planning Agency (NCTPA) is the countywide representative for the Subegion.    According to state law, at least two or more cities and a county, or counties, may form a subregional entity for the purpose of allocating the subregion's existing and projected housing need for housing among its members.  A subregion may include a single county and each of the cities in that county or any other combination of geographically contiguous local governments.  

Creating a subregion in Napa County to administer the allocation process can increase local control.  Members of the subregion will have more flexibility to negotiate with other members for adjustments to their allocations.  The Association of Bay Area Governments (ABAG) approach to RHNA allocations does not always take into consideration the uniqueness of each community.  With the formation of a subregion there can be better engagement by all jurisdictions and better flexibility in the RHNA process. Upcoming Events

On September 27th, the Association of Bay Area Governments (ABAG) released a revised timeline for the Regional Housing Needs Allocation (RHNA) and subRHNA process.  ABAG has revised the schedule to better align with the Sustainable Communities Strategy planning process which coincides with the RHNA process.  The Napa subregional process has been pushed back six months to better align with ABAG's revised timeline.  The subregion is expected to now issue a draft methodology in May 2012.  After the release of Napa's subregional method in May there will be a 60 day public comment period.  Please stay tuned and check back in with us in early 2012 for more information.

On May 30th NCTPA will be hosting a public meeting on the Napa’s Regional Housing Needs Allocation process and draft methodology.  Come learn about the RHNA process and proposed methodology for determining a housing distribution among the jurisdictions of Napa County.  Your thoughts regarding this information will be provided to decision makers as they finalize their “fair share” methodology for distribution of housing allocations for future planning.  The meeting will be held at the NVUSD Board Room from 6:30 to 8:00 PM.  See link below for more details.
