Welcome to the VINE Go Paratransit Service The VINE Go paratransit service is a door-to-door ADA (Americans with Disabilities Act) shared ride paratransit service in Napa County. VINE Go is the complementary ADA service in Napa County to the VINE fixed route system. VINE Go is not an emergency transportation service. If you have an emergency of any nature, call 911.
VINE Go is a door-to-door, paratransit service that serves Napa Valley from Calistoga to American Canyon and portions of Vallejo. To be eligible, individuals must be unable, due to a physical or cognitive impairment, to use the regular local bus service.
ADA Certification & Application What ADA Eligibility Means for Persons with Disabilities in Napa County The ADA law was created to assure that all persons with disabilities, who cannot use the regular fixed route bus, have complementary transportation to a bus system. This means that a person who cannot use the regular bus should be able to travel on the same days, during the same hours, and in the same general area as the bus travels, for a fare, which is not more than twice what the bus would charge an adult passenger. The VINE Go Paratransit Service is designed to meet these requirements. This special type of transportation service is limited to persons who are unable to independently use regular public transit, some or all the time, due to a disability or a health related condition. In order to use the VINE Go ADA paratransit service, you must be certified. Eligibility is determined on a case-by-case basis. According to ADA regulations, eligibility is strictly limited to those who have specific limitations that prevent them from using accessible public transportation. Your ADA application may be approved for full eligibility (unconditional) or on a limited basis for some trips only (conditional eligibility). If you are determined to be capable of using regular bus and rail transit for all trips, without the help of another person, you will not be eligible for ADA paratransit service. ADA Application To apply for eligibility you must fully complete the Napa County ADA Application forms. We will review your ability to VINE Go, and may contact you by phone or consult with your doctor, therapist or other specialist about your condition and abilities. You may download and print the Napa County ADA Application Form by clicking here or request a packet by calling the customer service office at 707-252-2600. Eligibility determination will be made within 21 days of when we receive a complete application. You will receive notice of your eligibility determination by US Mail. If you are certified as eligible, you may travel throughout the 9 Bay Area counties (Solano, Sonoma, Marin, San Francisco, San Mateo, Santa Clara, Alameda and Contra Costa). If you do not agree with the eligibility determination, you have the right to appeal.
All ADA applicants determined conditionally eligible or ineligible for service have access to an appeals process. If an applicant does not qualify for VINE Go services, a letter will be mailed explaining the reason for restriction or denial and will advise the applicant of the procedure to follow to appeal. Service Area VINE Go serves Napa Valley from Calistoga to American Canyon and into portions of the City of Vallejo along the VINE Route 10 service. VINE Go does not serve Angwin, Pope Valley or Lake Berryessa and other smaller communities of Napa County. In the City of Vallejo, VINE Go provides service with ¾ of mile on of the VINE Route 10 service. Individuals are encouraged to contact the VINE Go customer service office at 707-252-2600 to assist you with specific service area questions or comments. How to Schedule, Change or Cancel a Trip Scheduling a Trip Passengers may schedule a trip 1 to 7 days prior to the desired trip. During weekday AM and PM peak travel hours the VINE Go service generally experiences a high volume of trip requests. As a result of this, ADA passengers are given first priority when scheduling their trips. For non-ADA passengers we recommend having an alternative trip request. Reservations are required for all trips. Please have the following information ready when you call: Date and time for pick-up or appointment Reservations and changes to existing trips may be scheduled Monday to Friday from 8:00 am to 6:00 pm, and from 8:00 am to 5:00 pm on weekends.
Changing a Scheduled Trip ADA passengers may change an existing trip during normal reservation hours (Monday to Friday between 8:00 am and 6:00 pm, and from 8:00 am to 5:00 pm on weekends) on the day before travel. Same day ADA passenger changes will only be made on a space available basis. All other passengers may change an existing trip on a space available basis. Canceling a Scheduled Trip Passengers may cancel anytime during business hours, or may leave a cancellation message when calling after normal business hours. Late Cancellations, within 4 hours of a scheduled pick-up, are tracked and passengers that repeatedly cancel late may be subject to suspension of service. Passengers are asked to cancel their trips as soon as possible, canceling late deprives others a trip.
Passenger Policies and Procedures The VINE Go Policies and Procedures handout provides detailed instructions on how to use the VINE Go service, and serves as a guideline for passengers to follow. You may request a copy of the VINE Go Policies and Procedures by calling VINE Go customer service office at 707-252-2600 or 707-251-2800. All passengers are expected to pay the full fare each time he or she rides VINE Go. Fares are mandatory, and are compatible with ADA guidelines. The fare charged is based upon the distance traveled. A trip with VINE Go can include service within one fare zone or up to four zones to complete the trip. Each additional zone you travel through will incur a zone charge to be added onto the base fare. You may pay for your trip with cash or by using the VINE Go Punch Pass. Exact fare is always required drivers do not carry change. For more information about the VINE Go Punch Pass please call 707-251-2800. 1. The Transit Ambassador Travel Training Program is available to assist passengers that are physically or cognitively challenged to become more familiar with using the VINE fixed route service. This service is also helpful to passengers that are using the fixed route services for the first time. Call 707-259-8631 to learn more about this program, or visit www.NapaValleyVINE.net. 2. The VINE Transit System is comprised of the VINE local and regional fixed route service and five community shuttle services that provide direct connection with the VINE service. Additionally, VINE Go may upon request provide direct connections with these services as well. NCTPA is the management oversight body for the VINE Go service.
